Aviad Kobrine is to step down as chief financial officer of 888 Holdings this year after more than 15 years with the group.

Andrew Burke has named as chief executive officer of North American gaming firm Bluberi Gaming Canada with immediate effect.

BHA

The British Horseracing Association has announced that Nick Rust is to step down at the end of the year after nearly six years leading racing’s governing body and regulator.

The BHA states that it will begin the process of selecting a new chief executive in the next few weeks.

In a lengthy statement signalling his departure to staff Rust stated: “I’ve spent much of the past year reflecting on my situation after my personal bereavement at the end of 2018. I wanted to let you and the BHA know my decision and plans well ahead of leaving to allow plenty of time for a successor to be identified and appointed

“This is a fantastic job leading a team of passionate, hard-working people who want racing to have a prosperous and sustainable future as a clean, fair sport that looks after its horses and its people.

Vici Properties

Real estate investment trust Vici Properties has revealed that Monica Howard Douglas has been appointed to the company’s board of directors.

Becoming an independent director, subject to and effective upon receipt of all applicable regulatory approvals, upon joining the board Douglas will serve on the nominating and governance committee.

“Monica will be a superb addition to Vici’s board of directors, given her experience in governance and environmental sustainability matters with one of the world’s most admired consumer companies –The Coca-Cola Company.

AGA

The American Gaming Association has added four new senior-level staff members, “furthering the association’s success in serving its members and the rapidly evolving gaming industry”.

As part of the recruitment drive Cait DeBaun becomes senior director of strategic communications, Jessica Feil joins as senior director of government relations, Meredith Pallante occupies the senior director of events role and Gabrielle Voorhees takes up the position of senior director of finance.

These additions are said to complement organisational changes announced earlier this summer, reflecting AGA’s enhanced focus on industry modernisation, communications and advocacy

“There’s never been a been a more exciting time to be a part of the gaming industry, and our ability to attract this level of talent reflects that,” noted Bill Miller, president and CEO.

Tabcorp

David Gallop has joined the Tabcorp board as a non executive director, subject to the receipt of regulatory and ministerial approvals. 

Set to be formally presented following the necessary green-lights being issued, Gallop, who is to act as an observer of the board in the meantime, has been appointed as part of an ongoing process of renewal.

As part of this process, Tabcorp expects to make further announcements in FY20 regarding appointments of additional directors with skills and experience to complement the current board, and in anticipation of pending retirements.

Paula Dwyer, Tabcorp chairman, commented: “David has successfully led two of Australia’s highest profile sporting organisations in the NRL and FFA. He brings to our board a deep understanding of sports administration and the commercial drivers which underpin it.

Svenska Spel

Petra Blixt has been appointed as the new head of sales and marketing at the Swedish state-owned gambling operator, after departing as CMO at LeoVegas.

In the new position Blixt is to be responsible for developing digital marketing and sales processes in line with the firm’s overall market strategies.

Fredrik Wastesson, CEO of Svenska Spel, said of the appointment: “ I am very happy to announce Petra Blixt as new sales and marketing manager for the Svenska Spel Sports and Casino.

Robert van Roosendaal has been promoted into role of key account director for Germany, Iceland, Portugal, France and the Benelux countries at Novomatic.

Initially joining the firm three years ago, the new role comes in line with the internal restructuring process and the continued expansion of market leadership in key European casino markets.

Camelot

The operator of the UK National Lottery, Camelot UK Lotteries, has announced that chief financial officer Clare Swindell has been appointed to its board of directors.

Joining chief executive Nigel Railton as the second executive director to sit on the board, the appointment is lauded as an acknowledgement of the “vital role that she plays in governance arrangements”.

Sir Hugh Robertson, Camelot chairman, commented: “I am delighted to welcome Clare to the Camelot board. The UK Gambling Commission has imposed a financial penalty of £3.15m on Camelot UK, after an investigation found three failures related to its mobile app that negatively impacted customers.

The Commission’s National Lottery Commission is said to have concluded that in each case “the information presented in the App was incorrect, inappropriate, or harmful at the point of delivery to the player”.

In the first of the deficiencies, the licensee, on September 23, 2000, informed the regulator that it had disabled the QR scanner after the identification of a functionality issue within the iOS version only.

This saw some customer scans incorrectly display a non-winning message, with it estimated that a potential of up to 20,000 scans may have been affected between November 2016 to September 2020. 

Camelot estimated the detriment to players is between £48,000 – £68,000, however it is added that the group was unable to ratify this figure.

Furthermore, it was also discovered that 22,210 players who purchased a single draw-based ticket through the app were charged for and received two tickets.

All of those players have been identified were either refunded for the duplicated wager, or if identified as winners honoured as such on a duplicate basis.

A third failure, which occurred between February 2018 and January 2021, related to the app sending out marketing messages to users who had either self-excluded through Gamstop or had been identified by Camelot as showing signs of gambling harm. 

However, it is noted that “while marketing messages were sent out, none of the 65,400 players were subsequently permitted by the app to purchase a National Lottery product”.

In considering the appropriate sanction in respect of the breaches, a UKGC committee is said to have considered outcomes for the National Lottery, players involved, and good causes, in addition to the operator’s financial gain from non-compliance and governance and controls.

All £3.15m to be paid by Camelot, which earlier this month saw Allwyn Entertainment named as the UKGC’s ‘preferred applicant’ to operate the fourth National Lottery licence beginning 2024, will be paid to good causes.

Andrew Rhodes, Gambling Commission Chief Executive, commented: “We are reassured that Camelot has taken steps to make sure that their National Lottery app is fit for purpose.

“However we must caution Camelot that any failings on their duties will be met with consequences. Today’s announcement reinforces that any operator failing to comply with their licence requirements will be investigated by the Commission and we will not hesitate to issue fines if requirements are breached.”

Camelot brand’s connection to the Tokyo 2020 Olympics and Paralympic Games was cited for the ‘highest-ever’ first-half National Lottery ticket sales for the 2021/22 financial year. 

Within its H1 report, the National Lottery operator revealed ticket sales of £3.96bn for the period of April 1 to September 24, 2021, a 2.7 per cent increase on the same period last year of £107.3m. 

Driven mainly by a “strong draw-based games performance,” its lotto product is now in its third year of growth while retail operations also experienced a “steady” recovery. 

“I’m delighted to announce another record sales performance for The National Lottery,” noted Camelot chair, Sir Hugh Robertson.

“Crucially, this meant that we were able to deliver growth in returns to good causes, prizes paid to players, and lottery duty to the Treasury. 

“Our profit was once again aligned with returns to good causes at the half-year stage and will be around one per cent of sales for the full year in accordance with our licence.

“An incredible £45bn has now been raised for National Lottery good causes – 65 per cent more than the most optimistic Treasury forecasts at the time of launch.”

Furthermore, Camelot detailed that £2.27bn was awarded to players in prize money, an increase of £30.6m, with 95 per cent of all sales revenue returned to ‘winners and society’, as one per cent of sales was retained as profit and four per cent was spent on operating costs.

In addition, the group recorded a 6.5 per cent increase in money generated for good causes from ticket sales, offsetting a 59.1 year-on-year decrease in unclaimed prizes contributions, the proceeds of which are handed over to good causes.

In total, £884.m was generated for charitable contributions during the first six months of the financial year, a 2.4 per cent increase on the 2019/20 figure of £864.7m, with total returns to good causes since the lottery’s foundation in 1994 now standing at £45bn.

Nigel Railton, Camelot CEO, remarked: “With National Lottery sales up across the board and very high levels of public participation, we’ve once again proved that our strategy of offering great consumer choice in a safe and convenient way continues to deliver vital contributions to good causes across the UK. 

“The National Lottery’s continued strong performance is testament to the resilient, responsive business model that we have put in place since our 2017 strategic review.

“Lotto is a great barometer for the overall health of The National Lottery so I’m really proud that, as a result of the series of lotto enhancements we’ve made, we continue to be one of the only major operators in the world to be growing sales of our flagship game. 

“That – paired with a steady retail recovery and our summer-long campaign celebrating the contribution of National Lottery players in helping propel our Olympians and Paralympians to success – all added up to a record first-half performance.”

Moreover, the majority of the first-half National Lottery sales increase was driven by growth in sales of draw-based games to £2.22bn – a 3.6 per cent of £78.7m . This saw year-on-year growth across all draw games.

Elsewhere, sales of National Lottery scratchcards and online instant win games grew over the period by £28.6m, a 1.6 per cent growth to £1,.73bn.

Furthermore, a strong retail recovery as COVID-19 restrictions were lifted meant that in-store scratchcard sales were up 6.7 per cent year-on-year while sales of online instant win games were down 8.8 per cent – although scratchcard sales still remain down on pre-pandemic levels.

Camelot’s retail recovery saw the operator increase total in-store sales to £2.33bn, up 4.5 per cent. As a result, the first-half retailer commission increased to £133m, a 5.1 per cent increase of £6.5m, the equivalent of around £3,000 per store. 

Alternatively, its digital presence recorded online sales of £1.62bn, a slight increase of 0.2 per cent – £4.6m – compared to last year’s 39.1 per cent uplift.

As part of this, mobile sales grew by £21.3m, up 1.8 per cent, to an all-time high of £1,150m. This growth was also accompanied by over 795,000 new online registrations.

The UK Gambling Commission has launched the National Lottery’s fourth licence competition, seeking a framework that maximises the opportunities for players and good causes to benefit.

As a result, interested parties are being invited to take part in the first formal stage of the competition, with applicants that pass receiving an ‘Invitation to Apply’ and supporting documents in order to begin preparing their full application.

The moves comes as the regulator seeks bids to challenge Camelot UK, which has operated the lottery since it was established in 1994, as the current licence nears expiry in 2023.

Winning new contracts in both 2001 and 2007, Camelot’s third, and current, ten-year licence commenced in 2009 and was subsequently extended by four years in March 2012. The preferred applicant will be announced September 2021. 

Nigel Huddleston, minister for sports, tourism and heritage, said: “The National Lottery has a positive impact on communities right across the UK, supporting thousands of good causes as well as the sectors that brighten up our lives including the arts, culture, heritage and sport. 

“The fourth licence competition will secure the National Lottery’s future combining safe play with life-changing prizes. Most importantly it will help raise billions more pounds to benefit people’s lives in villages, towns and cities throughout the country.” 

Seeking to build on past successes, the regulator has outlined a number of key changes for the fourth licence, including a fixed ten-year term, focus on performance and an incentive mechanism to ensure the licensee’s incentives and delivery are closely aligned with returns to good causes.

Furthermore, the licensee will be required to foster stronger relationships with the distributors of National Lottery funding to further strengthen the link between the brand, players, and good causes.

Neil McArthur, Gambling Commission chief executive, explained: “Today, the competition for the fourth National Lottery licence begins. Over the last quarter of a century, it has made an unprecedented contribution to communities across the UK and has made a difference to the lives of millions. 

“The National Lottery is a national treasure. It has a reputation for providing enjoyable games and a high degree of player protection, as well as a rich history of prize giving and returns to good causes. We are determined to protect and build on the reputation of the National Lottery. 

“For the fourth licence, we will be evolving our approach to regulation to build on the National Lottery’s huge successes. In line with our outcomes-focused approach to regulation, we want the next licensee to have greater autonomy to meet the needs of players in 2023 and beyond, whilst ensuring there is clear accountability for the performance of the National Lottery. 

“Throughout our market engagement, we have been encouraged by a healthy level of interest from a range of different parties and we look forward to running a competitive process.” 

Since launching in 1994, players have collectively raised more than £41bn for 565,000 good causes across the UK, contributing to the arts, sport, heritage and communities.

Camelot UK has placed 35th in The Sunday Times Best 100 Mid Companies 2020 after the list was revealed last night.

The National Lottery operator place on the list represents the 100 companies in the mid category with the highest Best Companies Index scores.

To be part of the ‘mid’ category, an organisation must employ at least 250 full-time employees and achieve one of the 100 highest Best Companies Index score in the category.

Having initially rolled out last year, Camelot has entered the next phase of its ‘Being A Responsible Retailer: Supporting Healthy Play’ retailer training.

This next phase follows on from a two-year research and development period, and will now see Camelot retail partners gain access to face-to-face refresher training. Moreover a new ‘Supporting Healthy Play’ leaflet, which outlines some key aspects of the training, is also set to be provided.

Alison Gardner, Camelot’s head of corporate responsibility, commented: “The ‘Supporting Healthy Play’ training is based on academic research, player and retailer feedback, and in-store studies.

“As part of this, retailers are trained directly by Camelot to look out for signs of problem play and understand what unhealthy play is. Crucially, the initiative enables them to take action by discreetly providing details of where players can find support, should they need it.”

As well as face-to-face refresher training and the new ‘Supporting Healthy Play’ leaflet, the new strategy will also prove further details on a new National Lottery terminal button and a sticker, which should be displayed on the terminals of its partners.

The new sticker will remind shop employees that, if a player asks for support with their play, they can instantly and discreetly provide details of GamCare and The National Lottery’s healthy play webpage by pressing the ‘Responsible Play’ terminal button.

National Lottery terminals were equipped with a ‘Responsible Play’ button at the end of last year as part of this initiative that allows retailers to print a pink ticket – similar to the likes of  Lotto, EuroMillions, or Set For Life ticket – with details of where support is available.

Camelot has also reminded retailers that ‘they are the front line in supporting players to play The National Lottery in a healthy way’. The operator also provided some healthy play top tips:

  • Make sure your customers aren’t playing in a way that could be harmful to themselves or others.
  • See your Quick Reference Guide or visit the Retailer Hub (www.tnlretailerhub.co.uk) for more details on ‘Being a Responsible Retailer’.
  • Ensure your staff feel supported to respond to customers when they are concerned about their play or asking for help.
  • If appropriate, you could say; “Can I provide you with some information for you to take a look at later? There are a few resources that you may find helpful and they are free and easy to use.”

Dublin City University Business School research report has found that Irish charities and good causes are losing up to €43m a year, due to the country’s National Lottery license terms and commercial practices.

It is said that the losses are a result of the business approach being pursued by Premier Lotteries Ireland, who inked a 20-year €405m deal to operate the National Lottery five years ago.

Undertaken by DCU economist Tony Foley and commissioned by the European Lotto Betting Association, ‘An Analysis of Good Causes Funding Associated with the National Lottery and Factors Impacting its Long-Term Sustainability’ has identified four key factors that it says are affecting funding.

The first of these highlighted is an unprecedented level of unclaimed prizes returned to the operator, which in 2018 alone stood at approximately €19m.

Furthermore, Foley’s report also stipulates a fall in good causes funding contribution relative to National Lottery sales, increasing prizes as a share of sales and an ongoing under performance of the lottery on a digital basis.

Auckland headquartered gaming and entertainment firm SkyCity Entertainment Group has thanked firefighters and emergency services for all efforts in combating a fire within its home city.

A blaze erupted last month at the company’s under construction NZ$703m (US$445m)  New Zealand International Convention Centre, the opening of which was initially pencilled in for 2020 but has subsequently been delayed.

Quickly sending thick black smoke across the city skyline, it is believed that the culprit was an unattended blow torch left by a construction worker which subsequently ignited flammable material on the roof.

As a result SkyCity was forced to evacuate its wider precinct area, including the company’s casino, SkyTower, hotels, car park, restaurants and corporate offices

To acknowledge the efforts of emergency services teams that assisted with the fire after it broke out on Tuesday 22 October, all revenue generated from Sky Tower admissions on Sunday 17 November is being donated to Leukaemia and Blood Cancer New Zealand.

Camelot UK Lotteries has reported a significant boost to digital sales for the first six months of the 2019/20 financial year, as the National Lottery celebrates 25-years of operation.

Lauding a “digital innovation” as it sets its best-ever first half sales figures, total National Lottery ticket sales during the period came to £3.9bn, an increase of 13.5 per cent.

Contributions from “record online sales” broke the £1bn barrier for the first time, with a £322.7m increase seeing total figures finish at £1.16bn, with over seven million players registered.

As part of the performance Camelot’s mobile sales also hit an all-time high of £749m, rising from £431.6m, with sales from smartphones and tablets now accounting for almost 65 per cent of all digital sales.

Sales of draw-based games also increased by £300.3m to £2.2bn, driven concerted efforts to offer a more balanced and appealing range of games.

The Cordish Companies affiliate Stadium Casino Westmoreland has broken ground on a new $150m Live! Casino project, a short time after holding a topping off ceremony at its $700m Philadelphia development.

Set to be a part of the 1.3-million-square-foot Westmoreland Mall development, located in Hempfield Township, approximately 30 miles from downtown Pittsburgh, a number of Corish executives were present along with regional business, community and tourism leaders, to begin construction on the 100,000-square-foot gaming, dining and entertainment destination.

Set to be included as part of the new Live! Casino establishment are 750 slots and approximately 30 live action table games, alongside a sportsbook and a number of restaurants and live entertainment venues.

The project is expected to generate $188m in annual economic impact, with an additional $148m from construction. This includes in the region of 960 direct and indirect construction jobs, plus around 500 permanent new jobs for local and regional residents.

The UK Gambling Commission has appointed independent financial advisory group Rothschild & Co as lead financial advisor for the fourth National Lottery licence competition.

The organisation joins EY, who are supporting the commercial and competition design, Deloitte, who are charged with policy development and licence design, and Hogan Lovells, who are the Commission’s external legal advisors, to pick the operator of the National Lottery.

Current incumbent Camelot, whose right to operate expires in 2023, is expected to face fierce competition to hold on to the monopoly, which the UKGC states will remain in place as appointing a single licensee “is considered the best way to serve the National Lottery and returns to good causes”.

Rothschild is charged with delivering the competition and engaging interested parties ahead of the official launch of the competition in early next year.

Edward Duckett, managing director of Rothschild & Co, explained: “The National Lottery is one of the largest and most successful lotteries globally and is of significant national importance. 

“The competition for the fourth National Lottery licence is one which has the potential to generate interest from a wide range of national and international operators. 

“We are delighted to have been entrusted by the Gambling Commission as their lead adviser to assist in delivering a successful competition for the fourth licence.”

The UKGC is responsible for designing and running the competition to award the next licence, with work undertaken since commencement in November 2018 principally centred around global market engagement.

Neil McArthur, chief executive of the Gambling Commission, commented: “The National Lottery is a national asset. We want to build on the tremendous success of the National Lottery, and we are determined to run a fair and transparent competition process that maximises the opportunities for innovation and creativity whilst protecting the special status of the National Lottery.”

Two appointments have also been made regarding the licence competition, with John Tanner joining the programme as executive director and senior responsible officer and Andrew Wilson named commercial director.

Tanner, who joins from HM Revenue and Customs, is charged with leading the programme and delivering the competition, while Wilson will work with the SRO and the team of advisors to ensure a fair and competitive process for potential bidders.

Tanner, added: “I’m delighted to be leading the team that is working on this vitally important project.  We have already set firm foundations for the competition and I am looking forward to working with prospective bidders, stakeholders and all the members of our team, as we build on those foundations to prepare for the formal launch of the competition at the end of March next year.”

The UK Gambling Commission is hoping to uncover some fresh ideas and enhanced customer experiences as it seeks to revamp the National Lottery.

The Commission confirmed last week that it was seeking bidders for its National Lottery 2023 concession, a challenge to incumbent Camelot, which has operated the lottery since its launch in 1994.

To date, the lottery has raised £38bn for good causes, funding some of the UK biggest social projects and cultural directives – Team GB, the London 2012 Olympics, National Arts Council and The Heritage Fund.

However, a 2017 National Audit Office report found that, over a seven-year period in which ticket sales increased by 27 per cent to £7bn, Camelot profits grew “disproportionately” to £72m, up 127 per cent, while returns for good causes rose by just two per cent, to £1.5bn.

Furthermore, last August the regulator handed Camelot a £1.5m penalty for various digital shortcomings, which saw the National Lottery app publish incomplete lotto results, draws and raffles prizes.

Advised by the Public Accounts Committee, the Commission is reportedly keen to restructure the framework for operating the National Lottery, shortening the licence, and allowing for adjustments to secure greater returns for good causes.

Neil McArthur, chief executive of the Gambling Commission, said: “We believe there is significant untapped potential for growth whilst still retaining the principles of being responsible, safe and fair.

“We are looking forward to meeting businesses, investors and interested parties over the next few months to help us to shape an exciting, fair and healthy competition which will take the UK National Lottery into a new era, and ensure it remains one of the biggest and best lotteries in the world.”
