Macau‘s gross gaming revenue saw a 19% year-on-year increase in June, which helped boost the price of US casino operators’ stocks. 

Gaming revenue in June was MOP$21.06 billion ($2.6 billion), just below May’s post-pandemic high of MOP$21.19 billion ($2.62 billion). 

Wynn Resorts‘ stock price jumped from $91.94 last week to $104.7, an increase of almost 14%. Wynn’s two Macau casinos generate more than half of the company’s total revenue. 

MGM Resorts, which also operates two properties in Macau, saw stock prices rise by over 12%. Las Vegas Sands, which has six locations in Macau, similarly saw a price rise of over 10%. 

Tourism Numbers Recover In Macau To Drive Revenue

Macau’s revenue is driven primarily by tourists visiting the region, which have finally returned to pre-pandemic levels. Tourism reached a low in 2022 due to travel restrictions, but 2023 saw figures return to over 70% of the numbers in 2019. 

Last year, there were 34.93 million visitors to the special administrative region, which is the only part of China to allow gambling. This was a 23.8% increase from pre-pandemic levels. 

Numbers have continued to increase this year, with over 3 million visitors in May, an increase of 25% from May 2024. 

Financial Recovery Leads To Crime Increase

The flood of tourism to the region has injected much-needed funds, but has also contributed to a rise in crime. The first quarter of the year saw gaming-related crime increase by over 60% from Q1 last year. 

While the return of tourism and activity in the region has contributed to the rise in crime, authorities also attribute the rise to a change in legislation that criminalized illegal money exchange operations.

As well as the pandemic, revenue figures have also been affected by campaigns to reduce corruption in the region. The revenue figures reported in June and May show the area is recovering. But, Macau may never be able to get back to the record revenue seen over a decade ago. 

Regulatory Crackdown Has Impacted Growth

In 2013, Macau’s gross gaming revenue was at MOP$361 billion ($44 billion). An anti-corruption campaign run by Chinese President Xi Jinping clamped down on wealthy businessmen using Macau casinos to launder money. As a result, VIP gaming revenue dropped by over 50% between 2014–2016.

A crackdown on junkets also led to the arrest of Alvin Chau, CEO of Suncity Group (Macau’s largest junket operator), in November 2021. 

New gaming laws were introduced in 2023, which placed several restrictions on casinos, including shortening license terms, requiring the need for non-gaming investments, as well as stricter rules around financial flows. 

Sam Hou Fai, chief executive of Macau since 2024, has emphasized the need for the region to diversify its economy. He also stressed that “The gaming industry is Macau’s primary industry, and if it does not develop healthily, it will have far-reaching consequences.”

Revenue figures in May and June suggest operators have come to terms with the new regulations. Though this year may not see figures of 2013, it signals a stability in the region.

Ohio’s gambling industry delivered its best month in 2025 in May, with both sportsbooks and retail casinos posting strong year-over-year growth.

Sportsbooks (online and retail) raked in $88.8 million in revenue, an impressive 31.7% growth from last year, while retail casinos generated $91.6 million, up 8.4% year-over-year.

Sportsbooks Post Best Month of 2025

Ohio sportsbooks recorded their most profitable month this year with $88.8 million in taxable revenue. That represented an impressive 31.7% increase from May 2024. The May revenue surpassed the previous best of $81 million set in January.

Bettors wagered a total of $741.3 million, representing a 21% year-over-year increase. The hold (the amount the sportsbooks retain after paying out winnings) reached 12%, also the best result this year.

Almost all betting activity was online, with $727.1 million in handle and $87 million in taxable revenue. In contrast, retail sportsbooks brought in only $14.1 million in handle and $1.7 million in revenue.

When looking at market share by handle, FanDuel and DraftKings held their dominance, while Bet365 comfortably held the third spot:

  • FanDuel: $251.3M: ~33.9%
  • DraftKings: $225.2M: ~30.4%
  • Bet365: $68.8M: ~9.3%
  • BetMGM: $48.0M: ~6.5%
  • Fanatics: $41.4M: ~5.6%
  • Caesars: $26.8M: ~3.6%
  • Others (ESPN Bet, Hard Rock, Prime, BetJack, etc.): remaining ~10.7%

One reason for the strong May performance could be attributed to the Cleveland Cavaliers’ early exit from the NBA playoffs.

The team finished as the top seed in the Eastern Conference and was a strong contender for the Eastern Conference title. However, it exited in the semifinals round after a somewhat surprising 4-1 loss to the Indiana Pacers.

Ohio Casinos Shine in May

Ohio’s four retail casinos generated $91.6 million in May, a growth of 8.4% compared to May 2024 and 3.5% compared to April 2025. The May figures represented the second-highest month this year, trailing March’s $94.5 million.

Hollywood Columbus Casino led the way with $25.8 million in revenue, up 9.3% year-over-year. May marked the third straight month with over $25 million in revenue for Hollywood Columbus.

Jack Cleveland Casino took the number two spot with $22.3 million in revenue, up 4.6% year-over-year.

Hard Rock Cincinnati closely trailed with $22.2 million, representing an 8.4% increase compared to May 2024. Meanwhile, while Hollywood Toledo Casino generated the least revenue, $21.4 million, it posted the highest year-over-year growth, 11.3%.

Of the total May revenue, slots generated $68.4 million, while table games brought in $23.3 million.

Balanced Budget Reduces Pressure for iGaming Expansion

May’s record-breaking results arrived as Ohio finalized its fiscal budget for the coming years.

On July 1, Ohio Gov. Mike DeWine signed Ohio’s operating budget for fiscal years 2026-2027. As required by the state constitution, the budget is balanced, with a positive year-end balance and a well-funded stabilization (rainy day) reserve.

Thanks to this strong financial position, earlier proposals to raise taxes on gambling or legalize online casinos appear to have lost momentum.

Earlier this year, DeWine’s budget proposal included doubling the tax on sportsbooks from 20% to 40%. However, lawmakers rejected his idea.

In May, Sen. Louis Blessing proposed adding a 2% tax on the total wagers placed in the state in addition to the existing tax. The new tax would have made Ohio only the second state to tax the handle and the only one to tax both the handle and adjusted gross revenue.

For context, in May, that 2% tax would have translated to approximately $15 million in extra tax revenue. That potential revenue has not sparked much debate, as the bill has made no progress since its introduction.

Also in May, two separate bills were introduced to legalize online casinos in Ohio. The proposals differed significantly in their tax structures. One called for a flat 28% rate, while the other proposed rates ranging from 36% to 40%.

Still, even the lower rate would’ve brought in $400 million to $800 million annually in tax revenue, according to its proponents.

While the two iGaming bills have also not made any progress, the Ohio legislature operates on a two-year cycle. That means both measures will carry over into 2026.

Although the budget is balanced, online casinos could provide additional means to diversify revenue streams to fund new initiatives or bolster reserves.

The long-running battle between Aristocrat Gaming and Light & Wonder has taken a new turn, with the former announcing it has won the rights to operate land-based Monopoly-themed retail slots.

Light & Wonder, formerly Scientific Games, has partnered with the Monopoly IP holder Hasbro since the 1990s.

It penned its latest deal with Hasbro back in 2018, with the deal set to expire later this year. But Aristocrat appears to have stolen a march on its rival, announcing the launch of “all-new Monopoly-themed slot titles, beginning in early 2026.”

Light & Wonder appears to have been totally frozen out of the Hasbro-Monopoly picture. The developer Evolution announced June 1 that it has penned a multi-year agreement with the toy firm.

The deal makes Evolution Hasbro’s exclusive licensing partner for online live casino and slot games for Monopoly and its other IPs.

Evolution said the deal would take effect starting in January 2026. It said it would showcase a range of titles at the gaming industry event ICE Barcelona (January 19-21, 2026).

The firm teased the launch of the live online gaming titles Game Night, Monopoly Filthy Rich, and Monopoly Roulette. It also said a number of online slot titles would be forthcoming.

Evolution launched Monopoly Live, a live dealer, Monopoly-themed augmented reality (AR) game in mid-2019.

Aristocrat: Monopoly Deal to Launch in 2026

Aristocrat, meanwhile, said it was “excited to reintroduce one of the world’s most iconic brands to land-based slot games.”

Both Aristocrat and Evolution won competitive Hasbro RFP (Request for Proposal) bidding processes.

Craig Toner, the CEO of Aristocrat Gaming, said: “To be selected as Hasbro’s land-based slots partner, after a highly competitive process, is a proud milestone for Aristocrat Gaming.”

Claire Hunter Gregson, the Director of Gaming Relationships at Hasbro, meanwhile, said that Aristocrat was “the natural fit for the next evolution of the Monopoly brand in the gaming category.” She added: “We can’t wait for Monopoly fans to experience all-new premium gaming content on casino floors.”

Gregson also claimed that Evolution would “bring Hasbro brands to life in fresh, exciting ways for our adult fans.” She said the firms were “looking forward to our partnership.”

Light & Wonder and Aristocrat: Long-running Legal Battle

Light & Wonder and Aristocrat have been embroiled in a bitter legal struggle since last year. The latter claims that Light & Wonder infringed on the copyright of Aristocrat’s Dragon Link game to create its own Jewel of the Dragon slots title.

Aristocrat claims that the alleged copyright violation was carefully planned. Prior to the launch, Light & Wonder hired former Aristocrat executives and game designers.

In April this year, Light & Wonder said it would stop commercializing Jewel of the Dragon after Aristocrat launched a second amendment complaint.

But last month, Light & Wonder scored a legal coup over its rival. A branch of the Nevada District Court ruled that Aristocrat’s discovery request was too broad, a ruling that saw Light & Wonder shares rise by 10%.

New Hampshire Gov. Kelly Ayotte signed off on legislation that will allow casinos in the state to have unlimited video lottery terminals (VLT). 

House Bill 2 removes the previous cap on VLTs, which limited casinos to 230-300 machines per location. 

The bill also raises the tax on revenue generated from the machines to 31%. The distribution of the revenue has also been changed, with some funding now going towards the Elderly-Disabled-Blind-Deaf Fund. 

The bill stipulates that of the total revenue generated, 0.25% will go towards the Governor’s Commission on Addiction, Treatment, and Prevention. 

Of the remaining funds, charitable organizations will receive 35%. This is a requirement for all casinos in the state. New Hampshire does not have commercial casinos, but allows casinos to operate provided they donate a portion of revenue to charitable causes. 

The remainder collected will be split between the state’s General Fund (50%) a Special Fund (25%), which is used to pay expenses of the Lottery & Gaming Commission, as well as 25% now going towards an Elderly-Disabled-Blind-Deaf Fund. Previously, 75% went towards the General Fund.

The removal of the limit on machines is estimated to generate $65 million annually. In addition to allowing for more machines in venues, the bill also removes a $50 stake limit, which could greatly increase revenue generated from VLTs.

Bill Expands Gaming Options, Renames Regulator

In addition to the changes related to VLTs, the bill also changes the name of the state regulator from the Lottery Commission to the Lottery & Gaming Commission. This reflects the oversight the organization now has over more gaming related activities. 

The bill also expands gaming options, allowing for high-stakes poker and table game tournaments. These games will be taxed at 5%. Licensed casinos may allow tournaments that require buy-ins of over $2500, subject to commission approval.

As gambling options expand for residents, a statewide self-exclusion system has also been introduced. This will allow problem gamblers to limit their gambling habits. 

The self-exclusion list will apply to all forms of legal gambling in the state, which includes casinos and sports betting. 

New Hampshire is one of the few states in the country that allows 18-year-olds to gamble online. Lawmakers voted against raising the legal age for sports betting earlier this year. 

Plans to legalize online casinos in the state were tabled, however. Although, the legislation may be revisited. The bill proposing legalizing online casinos would also permit 18-year-olds to participate.

A bill that proposes to reduce the minimum number of slot machines at casinos was approved in the Pennsylvania Senate last week. 

SB840 will lower the required number of slots for category 1 and 2 casinos from 1,500 down to 1,000. For smaller, category 3 casinos, the number will stay at 250. 

The Senate voted narrowly in favor of the legislation in a 26-24 vote. The proposal will now go to the House, and if approved there will be left to Gov. Josh Shapiro to sign off. 

Bill Aims To Help Casinos Survive Amid State Competition

The reduction in the minimum number of slots is aimed to help land-based casinos compete with nearby states that have expanded their casino offerings. 

New York is currently considering proposals to expand casinos in the state, with huge billion dollar projects. That could add to the competition for Pennsylvania’s 17 land-based casinos. 

Sen. Daniel Laughlin introduced the bill earlier this month and commented, “When Pennsylvania first legalized gaming, surrounding states like Ohio and New York didn’t have casinos. That’s no longer the case. 

“Facilities like Presque Isle Downs & Casino in Erie are facing growing competition from out-of-state casinos and online gaming platforms. Reducing the slot machine requirement gives these businesses the flexibility to adapt while preserving jobs and tax revenue.

“This bill is about modernization and sustainability. It’s a commonsense reform that protects jobs, strengthens our local economy and allows our gaming industry to remain competitive in a changing market.”

Presque Isle was fined $50,000 for going under the slot machines minimum earlier this year.

Skill Games Also Threatening Casinos

Gary Hendricks, General Manager of Presque Isle, highlighted the threat of out-of-state casinos, as well as unregulated skill games. Hendricks stated, “The proliferation of untaxed skill‑game machines across the state—and growing out‑of‑state competition—makes us question the long‑term sustainability of the property.”

Lawmakers have been debating the amount to tax skill games in the state. Shapiro has proposed a 52% tax rate, similar to the 54% tax placed on slots. Other active bills propose more modest rates ranging from 16% to 35%.

Skill game machines have operated across gas stations, convenience stores, and bars in the state in a gray area without oversight until now. 

The Senate will vote on the proposals as part of a new budget to be approved this week. 

Online Casinos Growing Closer To Retail Revenue Totals

Land-based casinos have also faced increased competition since Pennsylvania launched online casinos in 2019. 

Online casinos generated just under $2.2 billion in revenue in 2024. That is compared to just under $3.4 billion at land-based casinos. 

In a COVID-hit 2020, retail casinos were affected and generated $1.8 billion, compared to $565.8 million generated from online casinos. 

In 2021, retail casinos recovered to generate $3.2 billion, while online casinos posted $1.1 billion. Since then, land-based casino revenue has been relatively unchanged, with $3.3 billion in 2022, $3.4 billion in 2023, and most recently, $3.3 billion in 2024. 

Online casinos have enjoyed rapid growth, with revenue increasing year upon year. In 2022, revenue hit $1.4 billion, increasing to $1.7 billion in 2023 and $2.2 billion in 2024. 

In April this year, online revenue grew a further 31% from April 2024 suggesting this year will produce more growth. 

The reduction of the minimum number of slots may slightly adjust the balance. However, it is unlikely to alter the trend of players moving increasingly online.

The bill that would legalize Thai casinos could be dead in the water after the government agreed to de-prioritize its bid to let overseas firms build integrated casino-resort complexes in the country.

Bangkok said it had held talks with the likes of MGM and Wynn Resorts over the complexes, whereby casinos would occupy a maximum of 10% of floor space.

However, the proposal was met with public and political outcry. Following street protests against the proposal in March and April, the Deputy Prime Minister and former Prime Minister joined senators in calling for the government to ditch the plan.

The Bangkok Post reported that the government has since “bowed to growing public pressure by stepping back” from its plan.

Thai Casino Bill Placed On The Backburner

The government had hoped to fast-track its bill when parliament reconvenes in early July following a summer break.

It had tabled the plan as the first bill up for deliberation on a July 9 session. However, the government has instead chosen to deprioritize a debate on the casino proposal.

The Deputy Transport Minister Manaporn Charoensri said that the draft law had already been placed on the parliamentary agenda.

As such, she said that only a formal house resolution could ensure its total removal from the schedule.

Manaporn said the ruling Pheu Thai Party has informed the government’s chief whip that it wants to defer debate on the bill, and place it at the bottom of its list of priority draft laws.

The deputy minister said the party’s decision was part of its commitment to listening to public opinion.

She denied that the decision had anything to do with the opposition People’s Party’s recent call for Pheu Thai to scrap the bill. Manaporn said: “We don’t need the opposition to tell us what to do. The government always listens to the people. We take their voices into account.”

Despite Manaporn’s assertions, however, there can be little doubt that pressure from the Thai parliament played a key role in derailing the bill.

The Bhumjaithai Party, Pheu Thai’s former coalition partner, has left the ruling coalition after its leader voiced objections to the bill.

This has whittled down the size of the coalition’s majority to just seven seats. In recent days, Bhumjaithai has also called for another vote of no confidence in Prime Minister Paetongtarn Shinawatra.

Political Pressure Growing for PM Paetongtarn

Paetongtarn has already seen off one challenge to her leadership this year. But fears that Bhumjaithai’s proposal will gain momentum continue to grow.

Casinos remain illegal in Thailand. Paetongtarn, who championed the bill, claimed that green-lighting casino-resorts would help boost year-round tourism-related business and tax revenues.

Her government also claimed it could boost Thailand’s GDP by 0.8% and create between 9,000 and 15,000 new jobs.

While some had suggested green-lighting casinos only on the condition that they do not admit Thai citizens, MGM questioned the financial viability of such a proposal.

An MGM official said that similar initiatives elsewhere in Asia have struggled to remain profitable by only admitting foreign passport holders.
