In an official release, DigiPlus said it was “on track” to make its Brazil debut this year. The firm said its expansion “comes at a time when Brazil has implemented a structured legal framework for iGaming.”

DigiPlus said that the Latin American nation’s government has “opened the door for trusted international players” to enter the market legally.

It claimed that the new regulations will let operators “offer local players secure, properly regulated, and responsibly managed digital entertainment experiences.”

DigiPlus: Brazil Gaming Regulations Have Changed The Game

Late last year, regulators approved Ordinance SPA/MF No. 1,207/2024. The law establishes technical requirements for online games and live game studio operators.

The nation’s Secretariat of Prizes and Betting and the supervisory Ministry of Finance claimed that they had made “significant progress” in regulating Brazil’s betting market ahead of 2025.

The rules require operators to refrain from offering credit-powered betting and sign-up bonuses.

They impose mandatory bettor identification protocols using Individual Taxpayer Registration (CPF) numbers. Operators must also use facial recognition software.

The Secretariat claims that its new rules will help eliminate problem betting and excessive gambling-related debt accumulation.

DigiPlus praised the government’s actions, claiming the regulations provide “clear guidelines for licensed operators, consumer protections, and fair taxation.”

The Philippines-based firm said the rules let firms “offer local players secure, properly regulated, and responsibly managed digital entertainment experiences.”

Developer Looking for Options Outside SE Asia

DigiPlus has developed a range of gaming platforms, including BingoPlus, ArenaPlus, PeryaGame, and GameZone.

The firm claims it is looking to expand into markets beyond Southeast Asia.

DigiPlus established a wholly owned Brazilian subsidiary in São Paulo in July 2024 named DigiPlus Brazil Interactive. In March this year, it announced the appointment of Graham Tidey as its Country Manager for Brazil.

Tidey has previously worked as an advisor to betting giants like DraftKings and Bally’s. He also worked as the lead consultant for the International Betting Integrity Association, where he provided regulatory advocacy at a “government level.”

The Secretariat has already approved a slew of operating license applications this year as domestic and overseas players flood to the market.

These include the likes of Betfair, Bet365, and Stake. The heavy-hitters DraftKings and MGM Resorts International also began exploring Brazil-related expansion options early last year.

In April, Brazilian regulators ordered online betting firms to register with a government-run complaints platform.

Light & Wonder, formerly Scientific Games, has partnered with the Monopoly IP holder Hasbro since the 1990s.

It penned its latest deal with Hasbro back in 2018, with the deal set to expire later this year. But Aristocrat appears to have stolen a march on its rival, announcing the launch of “all-new Monopoly-themed slot titles, beginning in early 2026.”

Light & Wonder appears to have been totally frozen out of the Hasbro-Monopoly picture. The developer Evolution announced June 1 that it has penned a multi-year agreement with the toy firm.

The deal makes Evolution Hasbro’s exclusive licensing partner for online live casino and slot games for Monopoly and its other IPs.

Evolution said the deal would take effect starting in January 2026. It said it would showcase a range of titles at the gaming industry event ICE Barcelona (January 19-21, 2026).

The firm teased the launch of the live online gaming titles Game Night, Monopoly Filthy Rich, and Monopoly Roulette. It also said a number of online slot titles would be forthcoming.

Evolution launched Monopoly Live, a live dealer, Monopoly-themed augmented reality (AR) game in mid-2019.

Aristocrat: Monopoly Deal to Launch in 2026

Aristocrat, meanwhile, said it was “excited to reintroduce one of the world’s most iconic brands to land-based slot games.”

Both Aristocrat and Evolution won competitive Hasbro RFP (Request for Proposal) bidding processes.

Gregson also claimed that Evolution would “bring Hasbro brands to life in fresh, exciting ways for our adult fans.” She said the firms were “looking forward to our partnership.”

Light & Wonder and Aristocrat: Long-running Legal Battle

Light & Wonder and Aristocrat have been embroiled in a bitter legal struggle since last year. The latter claims that Light & Wonder infringed on the copyright of Aristocrat’s Dragon Link game to create its own Jewel of the Dragon slots title.

Aristocrat claims that the alleged copyright violation was carefully planned. Prior to the launch, Light & Wonder hired former Aristocrat executives and game designers.

In April this year, Light & Wonder said it would stop commercializing Jewel of the Dragon after Aristocrat launched a second amendment complaint.

But last month, Light & Wonder scored a legal coup over its rival. A branch of the Nevada District Court ruled that Aristocrat’s discovery request was too broad, a ruling that saw Light & Wonder shares rise by 10%.

Matt Primeaux, Hard Rock Digital’s President and Executive Managing Director, spoke about the matter on June 27. He claimed that when his firm had been “made aware of the incorrect Live Trivia payouts,” its response was “quick and deliberate.”

Primeaux said: “The awards stand. Others may have tried to claw back the $5,000 awards. But Hard Rock Bet wants to put our customers first wherever possible, not just when it’s convenient.”

The executive added that Hard Rock Bet Casino wants to provide players with “a simple, fair, and transparent entertainment experience.”

He said betting on the platform should not be an experience “filled with terms and conditions, asterisks, and promotions that can never fully be won.”

Despite Primeaux’s apparent largesse, Hard Rock Bet will be hoping to avoid a repeat. The Live Trivia service is only a few weeks old. The operator announced the Live Trivia launch to great fanfare in April this year.

Hard Rock Bet has partnered with the UK-based gambling software developer Playtech on the New Jersey-only trivia game service.

Earlier this year, Murphy proposed to raise the tax to 25% for online sportsbooks and casinos. Currently, the rates are 13% for mobile sportsbooks and 15% for online casinos.

The governor estimated the hike would generate over $400 million in additional revenue.

As expected, operators opposed the hike. They claimed it would require them to reduce promos, which could drive consumers to illegal platforms.

While not officially confirmed, The Press of Atlantic City reports that lawmakers agreed on a 19.75% rate on Monday, aiming to satisfy the government and operators’ requests.

The legislature must pass the 2026 budget by July 1, marking the start of the new fiscal year.

Balance Between Record Revenues and Fairness to Operators

Last week, Gov. Murphy told The Press of Atlantic City that the state was seeking a balance between increasing online gambling revenue and fairness to the industry and its customers.

“We want to be competitive. We want to be fair to our taxpayers, and we want to be fair to those who participate in the industry.”

He emphasized that New Jersey paved the way for legal sports betting in the US. He added that the state wants to further the progress.

New Jersey stands in the middle among US states regarding its sports betting and online casino taxes.

There have been talks about raising it, including a bill last year. That proposal by Sen. John McKeon would’ve increased the tax to 30%. While his bill failed, McKeon predicted that a hike is inevitable.

Now that it seems like it will become a reality. The new tax comes at a time when the online gambling industry is thriving in New Jersey.

In May, the state’s total gambling revenue was $614.7 million. Online casinos reported a 28.5% increase compared to May 2024, while sports betting saw a 30.2% growth year-over-year.

Additionally, land-based casinos had a strong performance, reporting a 10.9% yearly increase.

Truist: Substantial Increase, but Manageable

Analysts from Truist Securities believe the cost increase for operators will be manageable, especially considering tax rates in states like New York and New Hampshire, where the rate is 51%. Also, the increase is much lower than in Illinois.

Truist suggests that the increase could be mitigated through reductions in promotions alone. It added that a 50% mitigation in 2026 is “very reasonable and potentially higher afterwards.”

Truist also conducted a “back-of-the-envelope” analysis based on the latest twelve-month data to estimate the added financial burden for leading operators under the new tax rates, based on a 20% tax:

• FanDuel: Total impact of $67 million ($29 million in sports betting and $38 million in iGaming)
• DraftKings: Total impact of $56 million, ($20 million in sports betting and $36 million in iGaming)
• BetMGM: Total impact of $27 million ($5 million from sports betting and $22 million from iGaming)
• Caesars: Total impact of $18 million ($3 million in sports betting, $15 million in iGaming)
• Penn: Total impact of $4 million ($2 million from both sports betting and iGaming)

Operators Could Use Illinois Playbook to Offset NJ Tax Impact

While Truist estimates that the gross tax impact could cost FanDuel $67 million and DraftKings $56 million annually, the firm provided another outlook.

Truist estimates the new tax would reduce Flutter Entertainment’s 2025 adjusted EBITDA guidance by $35 million. For DraftKings, that number would be $30 million—figures that reflect expected mitigation efforts already built into the operator’s strategy.

This implies that the two operators might be able to mitigate over 40% of the added cost. That could be done through promotion reductions or operational changes.

Though it’s unclear whether New Jersey operators will follow suit, Illinois offers a recent example of how companies may respond to higher taxes.

Both FanDuel and DraftKings recently implemented a 50-cent surcharge in Illinois after the state voted to raise taxes for a second year straight. In 2024, the tax on gross gaming revenue jumped from 15% to 40%.

Then, about a month ago, lawmakers voted to add a tax on every bet in the state. Some estimates suggest that with the new tax, the effective rate in Illinois is close to 50% for the two gaming giants.

FanDuel acted first and announced the surcharge. It stated that it must pass on the costs to the consumers to protect margins. DraftKings followed suit shortly after. Investors reacted positively to both companies’ moves, suggesting they see that as a good strategic move.

As the New Jersey hike is expected to be less than 10% for both sports betting and online casinos, it’s unlikely that the operators will follow Illinois’ example.

The House and Senate companion bills, introduced on February 27, were reviewed by the Joint Committee on Consumer Protection and Professional Licensure during a public hearing.

As expected, the hearing brought familiar arguments on both sides, echoing those raised in other states debating similar legislation.

The online casino proposal includes 10 licenses, six of which are tied to the state’s three retail casinos, and four untethered licenses. The bills call for a 20% tax rate plus several responsible gambling and consumer safeguard provisions.

The committee did not vote on the matter. Still, the online casino bills have time as the Massachusetts legislative session does not adjourn until November 19.

Advocates for iGaming Highlight Economic and Consumer Benefits

Online casino proponents who testified included:

• David Prestwood from DraftKings
• James Hartmann from FanDuel
• John Pappas, representing the iGaming Development and Economic Association (iDEA)
• Zach Khan for the Sports Betting Alliance

Each advocate reiterated common pro-iGaming points. Those included the benefits of tax revenue and the curbing of illegal gambling, which continues to grow in the US. They highlighted that online gambling is already happening in the state, just illegally.

Prestwood estimated that the state could generate $230–$275 million in annual tax revenue based on a 20% tax rate. He also emphasized the many responsible gambling and consumer protection tools available at legal platforms that are lacking in offshore casinos.

Hartmann echoed Prestwood’s comments on consumer protection tools. He also gave an estimate that the annual illegal wagering in Massachusetts is around $7 billion.

Meanwhile, Khan addressed concerns of retail casino revenue cannibalization. He stated that the launch of online casinos adds 2% to the growth of land-based casinos. Additionally, iGaming creates more jobs.

Furthermore, Pappas argued that the state can even increase the number of licenses, citing Michigan’s 15 online casinos.

The Usual Opponents: Unions and Advocacy Groups

As expected, some didn’t share the positive sentiment regarding online casinos.

Jaimie McNeil of the Local 26 Hospitality Workers’ Union stated that legalizing iGaming would result in the loss of 862 casino gaming jobs and 2,786 support jobs. He emphasized that Local 26, which represents 12,000 hospitality workers, will oppose iGaming.

McNeil cited Atlantic City, where, between 2019 and 2024, iGaming revenue grew by 395%, while casino employment dropped by 17%, resulting in approximately 5,000 job losses.

Meanwhile, Mark Stewart, representing the National Association Against iGaming, projected a 15-30% revenue drop for land-based casinos with the legalization of iGaming.

Interestingly, representatives of the three Massachusetts casinos were not present. However, MGM (MGM Springfield) and PENN (Plainridge Park) would likely support online casinos, given that they operate online brands.

Wynn Resorts (Encore Boston Harbor) is likely to oppose, given that it abandoned its WynnBet online platform.
