As the Oakland Athletics broke ground on their $1.75 billion ballpark on the Las Vegas Strip, questions loomed over whether their partner, Bally’s Corporation, would be able to deliver the adjacent casino-resort planned for the same site.

While Bally’s President George Papanier did not offer details, A’s owner John Fisher expressed hope that Bally’s casino-resort plans will become clearer soon.

The 33,000-seat ballpark is part of a partnership that was established in May 2023 between Bally’s, Gaming and Leisure Properties (land owner of the site), and the A’s. The ballpark will occupy nine of the 35 acres.

Meanwhile, Bally’s plans to build a casino-resort on 15 acres, with the remaining area allocated for infrastructure.

Bally’s released plans last October, following the implosion of the Tropicana. However, as the operator has been involved in several projects, it has not provided further details since.

Fisher hopes that the resort’s initial construction phase will align with the A’s stadium’s timeline,

“I think those conversations need to sort of happen with them. What they’ve shown us is exciting.”

MGM Resorts International CEO Bill Hornbuckle, whose properties will likely support much of the stadium’s parking, stressed that Bally’s still needs to “zero in on a real plan” and make it clearer what’s going to be built.

Does Bally’s Have The Financing For Las Vegas Casino?

While the A’s owner dismissed concerns regarding Bally’s plans, the project faces uncertainty, primarily due to financial worries.

As of April, it carried around $3.4 billion in debt while its market cap is around $500 million. The total debt-to-equity ratio has led to multiple downgrades to sub-investment-grade status.

Recently, Fitch Ratings downgraded Bally’s to a B- with a “Negative” outlook. Other similar downgrades include from Moody’s (B2) and S&P Global (B-).

The agencies cite reasons for the downgrade, including “high leverage” and “execution risks” associated with the Vegas property and Bally’s $1.7 billion Chicago project.

Bally’s still needs to raise $1.1 billion to fund the Tropicana site. Gaming & Leisure Properties has earmarked $175 million for demolition, of which about $125 million remains. Additionally, the Tropicana site landlord has committed $940 million to the construction of the Bally’s Chicago project.

Uncertainties surrounding other projects also contribute to analysts’ concerns. That includes Bally’s bid for a New York casino, which would cost billions and new debt covenants in Rhode Island.

Compounding concerns is the fact that Bally’s would be entering an already saturated Las Vegas market, which has over 150,000 existing hotel rooms.

According to the Las Vegas Convention and Visitors Authority, total visitors are down 6.5% year-to-date through May, compared to the same period in 2024. At the same time, occupancy is down 2.5%.

Additionally, gaming revenue remains flat, primarily due to the strong performance in January.

Given these challenges, questions remain whether Bally’s can realistically finance and build the Las Vegas property. Some analysts have called for the company to enter a joint venture or sell the property.

Chicago, New York Casino Plans Keeping Bally’s Busy

Despite the financial headwinds, Bally’s continues to pursue an aggressive multi-front expansion strategy.

The company’s flagship $1.7 billion Chicago project is under pressure to meet its September 2026 state-mandated opening. Recently, construction was shut down for nearly a month after the Chicago Sun-Times revealed that a waste-hauling subcontractor with reputed mob ties was working on the site.

Bally’s is also in the running for a coveted New York casino license. The company is one of eight candidates for three licenses. It recently cleared a major state hurdle in the licensing process, with applications due on June 27.

Bally’s will likely know by the end of the year whether it will receive one of the licenses. If it does, it will need to pay $500 million for the license, invest at least $500 million, and pay $115 million to the Trump Organization as part of the purchase agreement for the Ferry Point site in the Bronx.

The company has also made international headlines. In April, Bally’s agreed to pay $180 million for a 57% stake in Australia’s Star Entertainment Group.

However, not all of Bally’s ambitions have come to fruition. Bally’s has abandoned some regional projects in the past few years, including those in Richmond, Virginia, and State Park, Pennsylvania, due to local resistance and financial uncertainty.

The scale of Bally’s expansion plans has drawn sharp criticism. Industry analysts have labeled it overambitious and financially risky.

Robert Shore has been appointed as vice president of investor relations and capital markets at GAN, where he will bring more than 15 years of experience in corporate finance, investor relations, and Wall Street research.

In the newly created role, Shore will lead the group’s investor relations and capital markets efforts, including strategic engagement with the investor community and analysts around the company’s positioning in the digital gaming space.

Ron Bailey has been names vice president and general manager of Valley Forge Casino Resort, where he will be charged with leading overall strategy and oversee day-to-day operations of the property, which includes 850 slot machines and 50 table games.

Prior to joining Valley Forge Casino Resort, Bailey served as vice president and general manager at Boyd Gaming’s Sam’s Town Hotel & Casino in Shreveport, Louisiana.

In addition, he also previously held the position of assistant general manager at The Orleans Hotel & Casino in Las Vegas.

“Ron is a seasoned executive with a strong track record of success and diverse experience from multiple gaming properties and jurisdictions,” noted Ted Bogich, executive vice president of operations at Boyd Gaming Corporation.

Receptional

Bedfordshire based digital marketing agency Receptional has announced the additions of Jack Rose and Dean Rowland to its board of directors.

Rose has taken on the role of operations director, overseeing the day-to-day running of the business to support its clients. Rowland joins as business development director to oversee new business and marketing to drive growth.

Grady’s advancement comes after almost four years with the casino as its former director of finance, where she was highly involved in building the casino‘s finance, audit, vendor payments, payroll, and count operations teams, as well as helping spearhead the completion of a recent refinance in January 2021.

Everi

Everi has announced that E. Miles Kilburn, chairman of the board of directors, has informed the company of his intention to retire and will not stand for re-election at the 2021 annual meeting of stockholders, which will be held on May 19, 2021.

Subsequently, the board has appointed CEO Michael Rumbolz to become chairman upon Kilburn’s retirement, as well as naming Ronald Congemi, a member of the board for the last eight years, as lead independent director, effective immediately.

The board says that it intends to review the opportunity to fill the open director position created by Mr Kilburn’s retirement “through the addition of a new director that would continue to advance the gender, cultural and professional diversity of its current composition and that would bring additional gaming, financial technology, digital and leadership experience to the board”.

Potawatomi Hotel & Casino

The Forest County Potawatomi Community, owners of the Potawatomi Hotel & Casino in Milwaukee, has named Sheryl Schnering as interim CEO/general manager of the property.

Schnering, who replaces Rodney Ferguson in the position, has worked at the property for 13 years and currently serves as the CFO, a role occupied for the last six years.

“Sheryl has been an integral part of our team at Potawatomi Hotel & Casino for well over a decade. She has been with us throughout our growth and has helped us successfully navigate through this pandemic,” said Ned Daniels Jr, chairman of the Forest County Potawatomi Community.

The significant win occurred on the player’s second hand, when a natural seven-card straight flush (three through nine of clubs) was dealt, resulting in a $461,351 progressive jackpot and a $25,000 Fortune Bonus payout. Two other players each received $3,000 from their Fortune Bonus bets.

Wynn Resorts became the third Las Vegas operator this year to pay a fine for violating anti-money laundering (AML) procedures.

On May 15, the Nevada Gaming Control Board (NGCB) announced that Wynn had agreed to pay a $5.5 million fine after the regulator had filed a complaint on the same day. The agreement is pending approval from the Nevada Gaming Commission on May 22.

Wynn Las Vegas Fine Related To a Federal Probe of AML Failures

The proposed Stipulation for Settlement between the regulator and Wynn comes after NGCB filed a complaint for disciplinary action on May 15. 

The complaint alleges that the operator used improper business practices, including “unregistered money transmitting businesses, facilitating international monetary transactions, allowing proxy betting, and other prohibited monetary transactions.”

According to NGCB, former Wynn employees allowed international patrons to move money for gambling and place wagers on behalf of others, violating the company’s AML protocols.

The Nevada regulator’s complaint concerns Wynn’s September 2024 Non-Prosecution Agreement with the US Attorney’s Office for the Southern District of California. In that agreement, the company agreed to forfeit $130 million to settle a federal investigation into AML violations.

After resolving the federal case, NGCB opened a separate investigation, to which Wynn fully cooperated. In addition to the $5.5 million fine, Wynn will implement enhancements to its AML procedures and provide additional employee training.

MGM and RWLV Also Fined Over Similar Lapses

Wynn’s fine marks Nevada’s third high-profile AML enforcement case this year.

In March, RWLV agreed to pay a $10.5 million fine, the second-largest in Nevada gaming history. The Nevada regulator imposed a substantial penalty for regulatory violations related to engaging with illicit bookmakers, including Damien LeForbes and Mathew Bowyer.

Bowyer ran an illegal operation with over 700 clients and had ties to MLB star Shohei Ohtani’s disgraced former interpreter. Bowyer used the illicit funds from his operations to gamble at RWLV. He lost over $8 million, including $1.2 million in two months.

NGCB accused the company’s former President, Scott Sibella, and other executives of negligence and failing to report Bowyer’s suspicious activities as part of AML protocols.

Bowyer was also connected to another fine imposed by the NGCB. In April, MGM Resorts International agreed to pay an $8.5 million fine for similar AML protocol failures. 

Like in the RWLV case, Bowyer used proceeds from his illegal operations to gamble at MGM properties on at least 300 occasions. Meanwhile, another illegal bookie, Wayne Nix, lost nearly $5 million at MGM properties.

The connection in both cases is Sibella. Before he became RWLV President, he was the President of MGM Grand Casino. In 2024, the former executive pleaded guilty to violating the Bank Secrecy Act. 

He received a one-year probation and a $9,500 fine. Later, Sibella agreed with Nevada regulators to surrender his gaming license, ending his casino industry career in the state.

Resorts World Las Vegas (RWLV) has just been hit with a crushing $10.5 million fine, the second-largest penalty ever imposed in Nevada’s gaming history.

The substantial fine comes after allegations arose around the casino courting illegal bookmakers, including Damien LeForbes and the now infamous Mathew Bowyer, a Southern Californian bookmaker with unsavory ties to MLB star Shohei Ohtani’s disgraced former interpreter.

In what amounted to a unanimous 4-0 decision, the Nevada Gaming Commission initiated the penalty in the hope of deterring future incursions by other state casino resorts and bookmakers. Following the decision, Commissioner Brian Krolicki underscored the severity of Resorts World’s violations and described the scandal as “a profound teachable moment for the industry.”

Illegal Bookmaker Bowyer Frequently Gambled at Resorts World

 At the center of the dispute was controversial bookmaker Bowyer, who was found to be running an illegal gambling operation with over 700 clients. He had also racked up over $8 million in losses himself while gambling at Resorts World.

While Las Vegas casinos typically extend luxury perks to high-rollers – which often include the use of private jets – questions arose about Bowyer’s extended privileges, exorbitant losses, and how his wife had become his own personal RWLV casino host.

Despite Bowyer’s significant role in the ruling, the RWLV violations extend beyond the bookmaker, honing in on the casino’s dealings with convicted illegal gamblers as well.

Not only were these nefarious exchanges not reported, but the Nevada Gaming Commission also determined that RWLV’s executives knowingly failed to act accordingly and deemed them negligent and open to possible money laundering violations.

As part of the agreed settlement, the casino was directed to overhaul its leadership team and tighten its anti-money laundering (AML) protocols. In response, RWLV has since appointed a new CEO, Alex Dixon, and established a board of directors featuring industry heavyweights, including former MGM CEO Jim Murren.

Reflecting on RWLV’s swift boardroom clearout, Krolicki acknowledged the proactive steps being made, stating, “I believe this is a wonderful fix and a new pivot for Resorts World,” before calling them a “dream team.”

Nevertheless, the Nevada Gaming Control Board has since specified that should any future federal criminal, civil, or administrative actions be filed against RWLV, they, too, may initiate counterdisciplinary measures.

RWLV’s Struggles Continue, Vegas Strip Warned

 Ultimately, the fallout is not limited to the financial penalty. RWLV reported a 21% revenue drop in Q4 2024 and has since announced several staff redundancies.

Despite the scandal’s reverberations, the Nevada Gaming Commission insists the case should serve as a wake-up call, with Krolicki declaring, “I also believe this is a clarion call up and down [the Las Vegas Strip] that these rules are to be adhered to perfectly.”

This year’s edition of the Global Gaming Expo, organised by the American Gaming Association and partner Reed Exhibitions and one of the world’s largest gaming events, has been cancelled due to the continuing uncertainty caused by the COVID-19 pandemic.

The move to cancel the event, known as ‘G2E Las Vegas’ and set to take place at the Sands Expo and Convention Center in the city in early October, was announced last night.

“In light of continued uncertainty around a viable marketplace at a physical G2E show, global travel restrictions, and currently unknown guidance on large public gatherings this fall, we have come to the unfortunate conclusion that we simply cannot hold an in-person G2E this year,” said AGA President and CEO Bill Miller.

“Health and safety have always been our top priority and the uncertainty created by the ongoing pandemic makes this the prudent decision ahead of critical deadlines for exhibitors planning to participate.”

The 2020 staging of G2E Las Vegas will not be rescheduled for a later date, organisers said, with the next in-person edition of the expo set to return to the Sands Center on October 4-7, 2021. Organisers however do expect to announce a virtual event at some stage.

“We arrived at this decision after thoughtfully engaging with national, state and local public health authorities, as well as exhibitors and buyers who have shared industry observations and priorities,” said Hervé Sedky, President of Reed Exhibitions Americas.

“Ultimately, it became clear that proceeding with an in-person gathering simply was not feasible. It is our commitment to use G2E’s platform, as the leading convener of the global gaming community, to continue to deliver unparalleled education content, inspiring collaboration, and innovative ideas as the industry readies for continued growth.”

AGA CEO Miller added: “As the country works to reopen, the American gaming industry continues to adapt and provide the safest possible experience for our employees and customers while continuing to support the communities in which we operate.

“We look forward to the moment when we can convene together again with our colleagues from across the world and celebrate the resilience that our industry is known for.”

Rasmus Sojmark, CEO and Founder of SBC, said of the announcement: “This is a sad day for the industry, to see G2E Las Vegas – probably the industry’s largest trade show – cancelled. It is of course the latest of many physical events to be postponed or cancelled due to the COVID-19 pandemic.

“We at SBC are very good friends with the team at Reed and we are of course sad for them – but we also applaud their brave decision to act decisively at this time,” said Sojmark.

“We wish them well with any virtual events and will support them through our media channels and by attending in person. The success of the SBC series of digital events – continuing next week with the SBC Digital Summit North America – has only been possible with outstanding support from the industry and it is something G2E can count on at a difficult time.”

The Nevada Gaming Control Board’s latest financial update shows that the state recorded total gaming revenue of $15.6 billion in 2024, a new annual record.

The $15.61 billion recorded was a 0.55% increase year over year compared to 2023’s data. Gaming revenue recorded for the final quarter of calendar year 2024 (October through December) was $4.06 billion. 

The number of licensees that reported results across the year was 454, with 436 submitting data for December.

Slot machines were Nevada’s primary revenue driver in 2024, generating $10.52 billion, or 67.3% of total gaming revenue. This represented a yearly growth of 2.27%. The average win percentage across all denominations was 7.2%.  

The NGCB reported that there were 127,176 slot machines across the Silver State. 

Multi-Denomination Slots Surge as Single-Denomination Machines Decline

A breakdown by slot machine denomination shows a move from specific-denomination slots to multi-denomination machines:

  • 1-Cent Slots generated $2.37 billion, down 24.87% year-over-year;
  • 5-Cent Slots revenue was $35.3 million, a decrease of 17% when compared to 2023;
  • 25-Cent Slots dropped 17.86% to $180.6 million in revenue in 2024;
  • $1 Slots also fell by 17.26%, recording $528.0 million for 2024;
  • $5 Slots saw the most significant year-over-year fall by percentage, with a 24.78% decrease to $52.9 million;
  • $25 Slots generated $17.7 million, a decrease of 22.51% from 2023’s figure;
  • $100 slots reported the most minor decrease in single-denomination slots, dropping 8.72% to $29.1 million in revenue for 2024
  • Multi Denomination slots rose 19.77%, generating $7.15 billion of all slot-based revenue in 2024. 

Slot machine revenue was 73.6% of the renowned Las Vegas Strip’s gaming revenue in 2024. 

Within table games, Blackjack generated $1.34 billion in revenue, up 1.07% year-over-year. Baccarat generated slightly more, with $1.39 billion, but this was a 6.33% decrease in 2023’s reported revenue. Roulette revenue also decreased by 4.39%. 

Nevada sports betting revenue stagnated, only increasing by 0.17% yearly to $482 million. The channel shift continued in Nevada, with mobile sports betting driving 59.3% of the state’s total GGR. The $285.8 million mobile sports betting revenue increased by 18.82% yearly. 

Basketball betting revenue was the most significant compared to American football, baseball, and hockey, rising 14.3% year over year to $152.5 million. Baseball reported the most significant decrease, down 22.9% to $71.8 million for 2024.
