The long-running battle between Aristocrat Gaming and Light & Wonder has taken a new turn, with the former announcing it has won the rights to operate land-based Monopoly-themed retail slots.

Light & Wonder, formerly Scientific Games, has partnered with the Monopoly IP holder Hasbro since the 1990s.

It penned its latest deal with Hasbro back in 2018, with the deal set to expire later this year. But Aristocrat appears to have stolen a march on its rival, announcing the launch of “all-new Monopoly-themed slot titles, beginning in early 2026.”

Light & Wonder appears to have been totally frozen out of the Hasbro-Monopoly picture. The developer Evolution announced June 1 that it has penned a multi-year agreement with the toy firm.

The deal makes Evolution Hasbro’s exclusive licensing partner for online live casino and slot games for Monopoly and its other IPs.

Evolution said the deal would take effect starting in January 2026. It said it would showcase a range of titles at the gaming industry event ICE Barcelona (January 19-21, 2026).

The firm teased the launch of the live online gaming titles Game Night, Monopoly Filthy Rich, and Monopoly Roulette. It also said a number of online slot titles would be forthcoming.

Evolution launched Monopoly Live, a live dealer, Monopoly-themed augmented reality (AR) game in mid-2019.

Aristocrat: Monopoly Deal to Launch in 2026

Aristocrat, meanwhile, said it was “excited to reintroduce one of the world’s most iconic brands to land-based slot games.”

Both Aristocrat and Evolution won competitive Hasbro RFP (Request for Proposal) bidding processes.

Craig Toner, the CEO of Aristocrat Gaming, said: “To be selected as Hasbro’s land-based slots partner, after a highly competitive process, is a proud milestone for Aristocrat Gaming.”

Claire Hunter Gregson, the Director of Gaming Relationships at Hasbro, meanwhile, said that Aristocrat was “the natural fit for the next evolution of the Monopoly brand in the gaming category.” She added: “We can’t wait for Monopoly fans to experience all-new premium gaming content on casino floors.”

Gregson also claimed that Evolution would “bring Hasbro brands to life in fresh, exciting ways for our adult fans.” She said the firms were “looking forward to our partnership.”

Light & Wonder and Aristocrat: Long-running Legal Battle

Light & Wonder and Aristocrat have been embroiled in a bitter legal struggle since last year. The latter claims that Light & Wonder infringed on the copyright of Aristocrat’s Dragon Link game to create its own Jewel of the Dragon slots title.

Aristocrat claims that the alleged copyright violation was carefully planned. Prior to the launch, Light & Wonder hired former Aristocrat executives and game designers.

In April this year, Light & Wonder said it would stop commercializing Jewel of the Dragon after Aristocrat launched a second amendment complaint.

But last month, Light & Wonder scored a legal coup over its rival. A branch of the Nevada District Court ruled that Aristocrat’s discovery request was too broad, a ruling that saw Light & Wonder shares rise by 10%.

Veikkaus, Finland’s government-owned betting operator, has launched its new sports betting platform with OpenBet ahead of big changes in the country’s gambling industry. 

The partnership was announced on the World Lottery Association (WLA) website in a press release. The statement notes that “The long-term partnership marks a major milestone in Finland’s evolving gambling landscape, offering an enhanced omnichannel experience across digital and retail channels in anticipation of the country’s upcoming regulatory changes in 2027.”

Veikkaus is a member of the WLA, and OpenBet now provides services to 21 lotteries worldwide. 

Jarrko Nordlund, EVP for iCasino and Sports Betting at Veikkaus, said: “As we prepare for increased competition within the market, working alongside the industry’s most trusted, innovative, and scalable providers is key to enhancing our product and technological capabilities.

Online Gambling Monopoly Ending In 2027

Plans to open up Finland’s gambling market from the current monopoly held by the government-owned Veikkaus have gathered pace since a legislative project was launched in October 2023. 

The Ministry of the Interior announced last year that new licenses would be issued to operators no later than January 2026.

This summer, parliament is expected to pass a Gambling Bill that was introduced in March this year to formalize the plan. 

Assuming no major objections, Finland will begin accepting license applications in January 2026. New operators will be able to launch in the market in January 2027

The changes have been proposed as it is estimated that, despite having a monopoly on legal gambling in the country, Veikkaus only holds around 50% of the market. The other 50% is held by offshore operators. 

Minister of the Interior Mari Rantanen commented on the new regulations, stating, “The aim of the bill has been to find a regulatory solution in which regulation combating gambling harms is balanced with the fact that gambling companies want to apply for a license, and that online gambling would be directed to a regulated gaming offering.”

Veikkaus Supports Regulated Competition

Veikkaus has been surprisingly welcoming to the idea of opening the market to licensed competitors. CEO Olli Sarekoski praised the idea as a way to tackle the rise of unlicensed operators. He stated, “If the system change is headed towards a license system, then the move away from unregulated platforms “happens faster rather than slowly”.

The lack of resistance is an admission that the platform is already losing out to offshore betting sites. 

Velipekka Nummikoski, Veikkaus’s Deputy CEO, commented, “In Finland, we formally have an exclusive rights system, but if we look at digital gaming, Veikkaus’ market share is only half. You can already ask if we really have an exclusive system anymore.”

How Much Revenue Did Veikkaus Generate In 2024?

Veikkaus generated just over $1 billion in revenue from gambling in 2024, with about 60% of that from online sources. The remaining 40% came from land-based casinos, lotteries, and slots. 

Offshore operators are estimated to have generated around the same as the online figures, roughly $639 million. 

The new system will place a 22% tax on gaming revenue as well as license fees for operators. This is slightly higher than Finland’s Nordic neighbors. Sweden currently places an 18% tax on its licensed platforms. Denmark opened with a 20% rate, but increased that to 28% in 2021.

Privately run gambling companies will be able to apply for licenses to offer sports betting and online casino gaming. Land-based casinos, lotteries, and slots will remain under the exclusive control of Veikkaus. 

In addition to the partnership with OpenBet to innovate its sportsbook, Veikkaus also partnered with Playtech last year to launch its live casino.

Massachusetts lawmakers held the first hearing on the online casino proposal on June 23, nearly three months after it was introduced.

The House and Senate companion bills, introduced on February 27, were reviewed by the Joint Committee on Consumer Protection and Professional Licensure during a public hearing.

As expected, the hearing brought familiar arguments on both sides, echoing those raised in other states debating similar legislation.

The online casino proposal includes 10 licenses, six of which are tied to the state’s three retail casinos, and four untethered licenses. The bills call for a 20% tax rate plus several responsible gambling and consumer safeguard provisions.

The committee did not vote on the matter. Still, the online casino bills have time as the Massachusetts legislative session does not adjourn until November 19.

Advocates for iGaming Highlight Economic and Consumer Benefits

Online casino proponents who testified included:

  • David Prestwood from DraftKings
  • James Hartmann from FanDuel
  • John Pappas, representing the iGaming Development and Economic Association (iDEA)
  • Zach Khan for the Sports Betting Alliance

Each advocate reiterated common pro-iGaming points. Those included the benefits of tax revenue and the curbing of illegal gambling, which continues to grow in the US. They highlighted that online gambling is already happening in the state, just illegally.

Prestwood estimated that the state could generate $230–$275 million in annual tax revenue based on a 20% tax rate. He also emphasized the many responsible gambling and consumer protection tools available at legal platforms that are lacking in offshore casinos.

Hartmann echoed Prestwood’s comments on consumer protection tools. He also gave an estimate that the annual illegal wagering in Massachusetts is around $7 billion.

Meanwhile, Khan addressed concerns of retail casino revenue cannibalization. He stated that the launch of online casinos adds 2% to the growth of land-based casinos. Additionally, iGaming creates more jobs.

Furthermore, Pappas argued that the state can even increase the number of licenses, citing Michigan’s 15 online casinos.

The Usual Opponents: Unions and Advocacy Groups

As expected, some didn’t share the positive sentiment regarding online casinos.

Jaimie McNeil of the Local 26 Hospitality Workers’ Union stated that legalizing iGaming would result in the loss of 862 casino gaming jobs and 2,786 support jobs. He emphasized that Local 26, which represents 12,000 hospitality workers, will oppose iGaming.

McNeil cited Atlantic City, where, between 2019 and 2024, iGaming revenue grew by 395%, while casino employment dropped by 17%, resulting in approximately 5,000 job losses.

Meanwhile, Mark Stewart, representing the National Association Against iGaming, projected a 15-30% revenue drop for land-based casinos with the legalization of iGaming.

Interestingly, representatives of the three Massachusetts casinos were not present. However, MGM (MGM Springfield) and PENN (Plainridge Park) would likely support online casinos, given that they operate online brands.

Wynn Resorts (Encore Boston Harbor) is likely to oppose, given that it abandoned its WynnBet online platform.

Oryx Gaming’s parent company Bragg Gaming Group has announced that founder and interim CEO Adam Arviv has named Richard Carter to the role of CEO of the company, effective May 1, 2021.

Arviv, founder and among the largest shareholders of the company, previously petitioned the board to place him in the role of CEO in September 2020 amid disappointment with the negative effects of continued underperformance. Subsequently, he strategically recruited Carter as board chair.

Connecticut-based casino operator Mohegan Gaming and Entertainment has appointed Bobby Soper to the new role of international president.

The German Gambling Authority, Gemeinsame Glücksspielbehörde der Länder (GGL), has published a new FAQ section on its website to clarify any confusion regarding what constitutes a regulated online casino.

The new resource provides clarity and explains legal definitions. It also highlights the differences between online casino games and digital slot games. Furthermore, the regulator has provided a list of all licensed online casinos operating in Germany.

GGL: Online Casino vs. Virtual Slots: What’s the Difference?

The FAQ page notes that many people interpret the term “online casino” as a virtual representation of games typically found in arcades. 

However, the 2021 State Treaty on Gambling (GlüStV 2021) defines online casino games as “virtual replicas of banker games and live broadcasts of a terrestrial banker game with the option to participate via the internet.”

Banker games are typical table casino games such as blackjack, roulette, and baccarat. In Germany, these games can be offered under special conditions and with a state-specific permit.

GGL emphasizes that “online casino” does not include virtual slot games. Legally, they are distinct entities. According to the website:

  • Online casino games include table games such as roulette, blackjack, and baccarat. The respective federal states are responsible for licensing and supervision.
  • Virtual slot games are digital replicas of slot machines found in arcades and restaurants. GGL oversees virtual slots, issuing the licenses and ensuring compliance.

The FAQ page provides a link to the list of all licensed land-based and online gambling operators. The public can see their physical locations and the dates when licenses were issued.

GGL Warns Against Illegal Platforms Posing as Legal

The regulator also warns of illegal gambling websites posing as legal. GGL warns that many offshore operators use misleading tactics, such as using SEO-driven terms to attract users through Google. 

Illegal platforms also have professionally designed websites to mimic legal offerings. They often advertise free bonuses or free spins and use terms like “exclusive,” “reputable,” or “top game selection.”

The GGL advises consumers to verify whether a platform is legal in Germany before using it. They can do so by checking the safelist on the FAQ page. Additionally, they can refer to another FAQ page specifically designed to identify and address illegal operators.

The Ongoing Threat of Illegal Gambling in Germany

Last year, a GGL report determined that illegal gambling revenue equaled up to 4% of Germany’s total gross gaming revenue in 2023. The regulator estimates that illicit operators generated between €400 million and €600 million ($453 million to $680 million).

Meanwhile, 2023 data from Nielsen Media, which includes Germany’s market research panels, revealed that only about half (50.7%) of German gamblers engaged with licensed providers.

In response, the new German government has pledged to tackle illegal gambling as part of its coalition agreement, signed on April 9.

The German Sports Betting Association (DSWV) welcomed the news. While it describes the proposals as vague, DSWV labeled them as an important signal. The association also proposed five measures to combat illegal gambling:

  • Strengthening the competitiveness of legal gambling providers to compete with illegal ones.
  • Establishing a nationwide specialized public prosecutor’s office.
  • Take a “follow the money” approach.
  • Making advertising platforms and affiliate networks more accountable.
  • Harmonize European regulations.
