The family of a man who was killed in his Las Vegas Strip hotel room is suing the property for negligence and wrongful death.

Attorneys representing Bryan Angel Altamirano-Solano’s mother and father filed a lawsuit against Caesars Entertainment in the Clark County District Court (Nev.) earlier this month.

A housekeeper found Altamirano-Solano dead from a gunshot wound in a Caesars Palace hotel room on May 15, 2023, according to authorities. Surveillance footage showed two 20-year-old women, Erika Covington and Arionna Taylor, arriving at the room alongside Altamirano-Solano that morning and then exiting 10 minutes later.

As reported by the Las Vegas Review Journal, it wasn’t until approximately eight hours later that Altamirano-Solano, 25, was discovered inside the fifth-floor room with a fatal gunshot wound to the chest.

Both women pleaded guilty to second-degree murder and robbery with a deadly weapon and earlier this year were ordered to serve between 10 to 25 years in prison.

“I would like to send my condolences to Bryan’s family,” Covington said at her sentencing. “I deeply, genuinely apologize for the grief and the pain that’s been brought to you guys’ family.” Taylor, meanwhile, declined to speak.

Family Alleges Negligence and Wrongful Death

Altamirano-Solano’s family alleges that Caesars Entertainment did not have the proper measures in place to keep Altamirano-Solano safe.

“Defendant Caesars had policies and procedures for its security personnel to escort sex workers off its property,” the lawsuit read. “Defendant Caesars failed to report and record interactions with sex workers, contrary to its own policies and procedures.”

As such, the family is seeking at least $65,000 in general and compensatory damages.

“It wasn’t enough just taking his belongings,” Altamirano-Solano’s father, Victor Altamirano, said at the sentencing. “They had to kill him. I ask for justice for my son.”

Lawyers with Bighorn Law, Joshua Berrett and David Finegold, also contend that Caesars Place should be responsible for funeral expenses, as well as damages for grief, loss of support, and loss of companionship, for “directly and proximately” causing Altamirano-Solano’s death.

Both women will be eligible for parole in 2033 while receiving credit for time served. 

Resorts World Las Vegas also Under Scrutiny

Caesars Entertainment is not the only hotel operator under fire. Resorts World Las Vegas (RWLV) recently received the second-largest penalty in Nevada’s gaming history, $10.5 million. 

Although the nature of allegations is vastly different, RWLV was found to have significantly breached its anti-money laundering responsibilities. The allegations centered around Matthew Bowyer, a South Californian bookmaker who was reported to have over 700 clients. 

The settlement showed that Bowyer racked up over $8 million in losses while gambling at Resorts World. Additionally, company executives granted Bowyer extended luxury perks typically afforded to high-rollers without questioning the source of funds.

Resorts World Las Vegas (RWLV) has just been hit with a crushing $10.5 million fine, the second-largest penalty ever imposed in Nevada’s gaming history.

The substantial fine comes after allegations arose around the casino courting illegal bookmakers, including Damien LeForbes and the now infamous Mathew Bowyer, a Southern Californian bookmaker with unsavory ties to MLB star Shohei Ohtani’s disgraced former interpreter.

In what amounted to a unanimous 4-0 decision, the Nevada Gaming Commission initiated the penalty in the hope of deterring future incursions by other state casino resorts and bookmakers. Following the decision, Commissioner Brian Krolicki underscored the severity of Resorts World’s violations and described the scandal as “a profound teachable moment for the industry.”

Illegal Bookmaker Bowyer Frequently Gambled at Resorts World

 At the center of the dispute was controversial bookmaker Bowyer, who was found to be running an illegal gambling operation with over 700 clients. He had also racked up over $8 million in losses himself while gambling at Resorts World.

While Las Vegas casinos typically extend luxury perks to high-rollers – which often include the use of private jets – questions arose about Bowyer’s extended privileges, exorbitant losses, and how his wife had become his own personal RWLV casino host.

Despite Bowyer’s significant role in the ruling, the RWLV violations extend beyond the bookmaker, honing in on the casino’s dealings with convicted illegal gamblers as well.

Not only were these nefarious exchanges not reported, but the Nevada Gaming Commission also determined that RWLV’s executives knowingly failed to act accordingly and deemed them negligent and open to possible money laundering violations.

As part of the agreed settlement, the casino was directed to overhaul its leadership team and tighten its anti-money laundering (AML) protocols. In response, RWLV has since appointed a new CEO, Alex Dixon, and established a board of directors featuring industry heavyweights, including former MGM CEO Jim Murren.

Reflecting on RWLV’s swift boardroom clearout, Krolicki acknowledged the proactive steps being made, stating, “I believe this is a wonderful fix and a new pivot for Resorts World,” before calling them a “dream team.”

Nevertheless, the Nevada Gaming Control Board has since specified that should any future federal criminal, civil, or administrative actions be filed against RWLV, they, too, may initiate counterdisciplinary measures.

RWLV’s Struggles Continue, Vegas Strip Warned

 Ultimately, the fallout is not limited to the financial penalty. RWLV reported a 21% revenue drop in Q4 2024 and has since announced several staff redundancies.

Despite the scandal’s reverberations, the Nevada Gaming Commission insists the case should serve as a wake-up call, with Krolicki declaring, “I also believe this is a clarion call up and down [the Las Vegas Strip] that these rules are to be adhered to perfectly.”

Resorts World Las Vegas has heightened its unity with Sightline after disclosing the launch of second generation cashless technology that is tasked with simplifying guest processes.

In what is hailed as “ushering in an experience with unprecedented functionality,” the update includes remote identity verification and enrolment for loyalty and payments, biometric authentication and a single digital wallet user experience.

A key facet of the improvised functionality that comes as a result of the upgrade is that of a decrease in a patrons’ time to play, which the gaming property cited as “the key measurable metric” of an increased adoption of such tech.

Before remote identity verification, in Nevada a patron could not use their account for cashless gaming until their ID was verified on property by a resort staff member. Resorts World Las Vegas is the first casino in the state to enable its guests to enrol, verify and fund from anywhere around the world in minutes.

The Resorts World Las Vegas Mobile+ app is now said to be the first omnichannel cashless wallet to use the biometric features on the patron’s mobile device for enhanced security and ease of use, and it’s also the first to deploy a single wallet.

Previously, a guest would go through a two-step process to fund and then play cashless, having to move funds from their Play+ account into their wagering account before they could transfer funds to a slot machine or table game. 

The customer would have to then transfer the funds back to their Play+ account if they wanted to use their funds across the resort. Now, this process occurs seamlessly behind the scenes, simplifying the user experience by enabling guests to play or spend their funds from a single wallet.

“We knew when we launched the Mobile+ and Play+ technology it would be an iterative process as we would continue to make enhancements and improvements along the way for our guests,” added Rick Hutchins, SVP Casino Operators at Resorts World Las Vegas. 

“Today, we’ve dramatically lessened the time and hassle for those who want to take advantage of cashless gaming and enrol in Genting Rewards when they visit our resort.

The ability for gaming operators to utilise remote identity verification was spearheaded by Sightline after it successfully petitioned the Nevada Gaming Commission to change the state’s gaming regulations.

Resorts World Las Vegas made history when it first opened in June of 2021 as the Las Vegas Strip’s first casino to enable its guests to pay for anything onsite through their mobile device, including slot machines, table games, retail shops and entertainment.

Sightline Payments’ petition to amend Nevada’s gaming regulations has been approved by the Nevada Gaming Commission

Following the approval, which sought to provide casino customers in the state with a “streamlined cashless experience”, Nevada casino visitors will now be able to create, verify, and fund their cashless wagering accounts remotely.

The change will enable Sightline to implement digital identity verification on behalf of its operator partners in Nevada.

“We are grateful to the Nevada Gaming Commission for their unanimous support of this regulatory change allowing remote identity verification for wagering accounts in Nevada,” said Omer Sattar, co-CEO of Sightline Payments.

“Continuous innovation is critical to ensure Nevada remains at the forefront of gaming, and we could not do that without the support of our regulators. 

“I would like to thank all the members of the Nevada Gaming Commission and Nevada Gaming Control Board for their efforts, and I would like to specifically thank Gaming Control Board member Phil Katsaros, who was a champion of this change.”

First submitted in late 2020, Sightline resubmitted its petition to modify Nevada Regulation 5.225 in September 2021 following the launch of cashless gaming at Boyd Gaming’s Aliante Casino in North Las Vegas and Resorts World Las Vegas.

The new regulation allows Nevada casino patrons to create wagering accounts and verify their identity remotely by uploading a government document. 

Before this regulation change, cashless gaming customers at Nevada casinos needed to physically verify their identity with a staff member, which Sightline stated resulted in delays and a suboptimal consumer experience. 

This change only impacts the creation of casino wagering accounts and will not affect current practices for creating sports betting accounts in the Silver State.

The Nevada Gaming Control Board unanimously voted to recommend the remote identity verification for wagering accounts change to the Nevada Gaming Commission after holding two workshops in November and December 2021. 

Jennifer Carleton, Sightline‘s chief legal officer, concluded: “This shift to allow for digital identity verification for wagering accounts allows Nevada’s gaming industry to leverage the best practices from across the financial services industry to enhance customer security and the customer experience. 

“Nevada’s new regulation is in line with federal guidance permitting both new verification methods including knowledge-based authentication, as well as traditional documentary measures such as a customer’s driver’s licence or passport. 

“We look forward to working with regulators in gaming jurisdictions across the country to advance similar regulatory innovation.”

The Swedish Trade Association for Online Gambling rejected a proposal from Sweden’s ministry of finance which aims to introduce a requirement for special moderation in the marketing of games.

In the memorandum, it is suggested that the requirement for moderation in the marketing of games to consumers in the Gaming Act be changed to a requirement for special moderation.

The ministry of finance says that the proposal has been tabled with a view to strengthening consumer protection, and would enter force on July 1, 2022.

Responding to the proposal, Gustaf Hoffstedt, secretary general of BOS, said that advertising from licensed incumbents forms “an important function” for a safe and secure ecosystem, with black markets warning once again issued.

The European Gaming and Betting Association voiced concerns at Italy’s proposed online gambling licensing regime, as well as asking authorities to notify the European Commission of its new draft law.

This comes as work continues on a new tender for online gambling concessions, which would limit the number of licensees in the country to 40 and increase fees to at least €2.5m from 2023 

Furthermore, licensing fees would also be determined through an auction process rather than through a fixed licensing fee like in other European countries. The proposal would take effect from 1 January 2023, at the end of the current licensing term, and apply for nine years. 

In addition to reminding the Italian authorities of its duty to notify its proposal to the European Commission, the EGBA also stated that the propositions would be “a major barrier to a well-functioning market”.

As of October 1, all business verticals within the UK gambling sector will experience an increase in licence fee costs. 

Confirmed by the UK government, the DCMS published its response to a consultation launched on January 29, examining the funding structures of the UK Gambling Commission. The consultation has proposed that DCMS increase licensing fees across the board, in order for the UKGC ‘to cover its costs and address its regulatory challenges.’ 

In its analysis of the UKGC, DCMS pinpointed an increased investment needed to improve the Commission’s staff training and overall expertise as a regulatory agency governing a high-risk sector.

Within its response, from October 1, 2021, the DCMS outlined an increase in annual fees for remote operating licences by 55 per cent, a rise in all UKGC licence application fees by 60 per cent and changes to simplify the fees system, including removing annual fee discounts for combined and multiple licences.

Additionally, it is also set to increase annual fees for non-remote operating licences by 15 per cent, with the implementation being delayed until April 1, 2022.

Genting Singapore confirmed its five consortium partners, as the group aims to secure approval to gain one of three integrated resort licenses up for grabs in Japan.

Competing alongside Melco Resorts and Entertainment in Yokohama, the company has named the Japanese firm’s of Sega Sammy Holdings, Sohgo Security Services, Kajima Corporation, Takenaka Corporation and Obayashi Corporation, as partners on the potential project.

Genting updated that its Yokohama IR bid submission has been “carefully considered” and approved by its board of directors after reviewing the investment proposal put forth by management. 

Based on the group’s proportionate shareholding interest in the IR project, the company’s investment amount will be less than 100 per cent of its market cap.

The Administrative Court in Linköping overturned a Spelinspektionen judgement issued to Betsson Group in June 2020, after finding that the regulator had “no basis” for handing out a warning and a penalty fee.

The Swedish Gaming Authority issued a warning and penalty fee of SEK 20m (£1.69m) to Betsson Nordic for the sale of games through an unregistered agent and an unauthorised bonus offer, with the online gambling group immediately signalling an intention to appeal.

For a period, vouchers from Betsson could be purchased at Pressbyrån and 7-Eleven, with the Spelinspektionen believing that these therefore acted as gaming agents without being registered, which is contrary to a provision in the Gaming Act. 

However, the Administrative Court found that the situation is not covered by the Act’s provisions on gambling agents, saying that “the sale of the vouchers does not constitute the sale of gambling, the receipt of bets or the mediation of winnings”.

Casinos across New York were permitted to return to 100 per cent capacity, after Governor Andrew Cuomo confirmed that COVID-19 restrictions are lifted with immediate effect.

This comes as 70 per cent of New Yorkers aged 18 or older have received the first dose of their COVID-19 vaccination series, which the state says has seen the rate of cases plummet.

The state’s health guidance and New York Forward industry specific guidelines, including social gathering limits, capacity restrictions, social distancing, cleaning and disinfection, health screening, and contact information for tracing, are now optional among commercial settings.

SkyCity Entertainment Group updated its financial guidance for the year, following what the group calls “stronger than expected recent trading”.

Subject to no property closures being imposed prior to 30 June 2021, SkyCity expects FY21 group normalised EBITDA of between $247m-253m, and FY21 group normalised net profit after tax of between $84m-88m. 

The company updated that it has “continued to see strong performance from its local gaming businesses in New Zealand, particularly from electronic gaming machines, and consistent performances from both SkyCity Adelaide post opening of the expansion from December 2020 and the offshore online casino (SkyCity Malta)”.

However, its tourism-related businesses in New Zealand and South Australia continue to be impacted by ongoing international border closures, excluding the Trans-Tasman border which re-opened on 19 April 2021, but are benefitting from positive domestic tourism, particularly on weekend and holiday peaks.

The $4.3bn Resorts World Las Vegas has officially released the date of its grand opening, with guests able to access the first ground-up resort development on the Las Vegas Strip in more than a decade on June 24, 2021.

The 3,500 room integrated resort says that it hopes to play a part in Las Vegas’ rebound after what has been an “incredibly challenging year for the destination and greater hospitality industry”.

Via a partnership with Hilton, the property will feature three of the group’s brands, in a collaboration lauded as “the largest multi-brand deal” in the hospitality firm’s history.

This will see Resorts World Las Vegas boast the largest Conrad Hotels & Resorts property in the world, one of the first LXR Hotels & Resorts locations in the US, and a marquee Hilton Hotels & Resorts hotel.

The casino itself will feature 117,000 square feet of gaming complete with slots, table games, a dedicated poker room, high-limit areas and a sportsbook. 

Guests will also be able to earn points towards curated benefits when they dine, shop and play with Genting Rewards, the resort’s loyalty program.

Resorts World Las Vegas has documented its vision of redefining the traditional gaming experience, and introducing the “most technologically advanced casino and gaming operations” when its doors swing open next week (June 24). 

The venue will be driven by mobile technology and cashless wagering, in a move which has been praised as a “tremendous opportunity” to further the digital transformation of the consumer experience in gaming.

Partnerships have been secured alongside the likes of Konami Gaming, Sightline, NRT Technology, Genesis Gaming and IGT, with the property to offer 117,000 square feet of gaming space featuring over 1,400 slot machines, 117 table games, a dedicated poker room and 30 poker tables, plus high-limit areas and a sportsbook.

“Our vision at Resorts World Las Vegas has always been to provide first-of-its-kind experiences across every element of the resort, including gaming,” explained Rick Hutchins, senior vice president of casino operations at Resorts World Las Vegas

“Through our partnerships with best-in-class gaming technology partners, we will offer our guests a fully integrated experience, not just on the gaming floor, but across the entire resort. 

“The Resorts World Las Vegas mobile app will better serve patrons by providing loyalty and personalisation based off their preferences for guests enrolled in our Genting rewards program.”

The property says that it is set to become “the first Las Vegas casino where consumers can utilise a digital login and cashless wagering experience at both slots and table games”.

Managed through Konami Gaming’s Synkros casino management system, the aim is to deliver a completely seamless cashless wagering experience via GamingPlay, the resort’s digital gaming wallet.

This can be loaded by visitors in one the three way, by depositing cash at one of the Neo Kiosks provided by NRT Technology; by enrolling in Sightline’s Play+, which will allow guests to connect to external funding sources such as a bank account, credit, debit or PayPal account; or at the player services desk.

“When Resorts World Las Vegas and Konami Gaming first launched an official partnership at the start of 2020, we set out to reinvent the hospitality experience in Las Vegas by bringing seamless interaction, leading-edge convenience, personalized engagement, and catered service to every guest touchpoint,” said Tom Jingoli, executive vice president & chief operating officer at Konami Gaming

The Resorts World Las Vegas app, developed by JoinGo, a Sightline Payments solution, will enable guests to pay for any gaming, entertainment, or hotel offerings, and check their Genting Rewards account balances, receive offers and rewards and stay connected to the array of amenities, from their devices.

Furthermore, Genesis Gaming is to provide a “digital table games experience,” which will see the introduction of a ‘smart table’ that will use RFID embedded chips for every dollar denomination “to provide 100 per cent accuracy of guests’ gaming activity”.

The casino floor will also feature a poker room for individual and tournament play, as well as an IGT PlaySports powered retail and state-wide mobile sports betting offering.
